HR and Payroll Software for the GCC

WatheeqaHR supports six GCC countries — the UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman — with a company's country setting driving its currency, leave rules, overtime tiers and end-of-service formula automatically. UAE payroll is WatheeqaHR's most established country: gratuity is calculated directly from Federal Decree-Law 33/2021, and the salary ledger can generate a WPS SIF export for the company to submit. End-of-service is calculated per each country's labour law with the articles cited — from the official law texts for the UAE, Bahrain, Oman, Saudi Arabia and Qatar, and per Labour Law 6/2010, Articles 51-53 for Kuwait — and statutory contributions use published rates. Review the employment contract and separation details before paying. WatheeqaHR does not file or submit any statutory contribution in any country.

From attendance export to a monthly salary review

  1. Set up each company separately

Choose the company country and currency, then add employee salaries and the work calendar. Keep each entity’s attendance and salary periods separate.

  2. Review the attendance file before payroll

Upload an Excel or CSV device export. Check missing punches, late arrivals and estimated absence against the company schedule and approved leave; a missing punch alone is not proof of absence.

  3. Resolve leave decisions and review the salary ledger

HR reviews sick and maternity pay before approval. Review fixed salary, overtime, advances and deductions together. UAE companies can export a WPS SIF file. Saudi Arabia (ANB) and Qatar (QNB) bank-file formats are available through the enabled review workflow; Kuwait, Bahrain and Oman have no bank-file export yet.

Features

FeatureDescription
Country-aware currency AED, SAR, KWD, BHD, QAR and OMR — each with the correct decimal precision (KWD/BHD/OMR use 3 decimal places, the others use 2)
Country-aware end-of-service Gratuity formula switches automatically by company country: UAE (Federal Decree-Law 33/2021), Kuwait (Law 6/2010), Saudi Arabia (Labor Law Art. 84-87), Bahrain (Law 36/2012), Qatar (Law 14/2004), Oman (Royal Decree 53/2023), calculated with the articles cited (UAE Arts. 51 and 67, Bahrain Art. 116 with the SIO split from 1 March 2024, Oman Art. 61, Saudi Arts. 84-85, Qatar Art. 54, Kuwait Arts. 51-53). Review the employment contract and separation details before paying.
Country-aware overtime Overtime multipliers and calculation divisors follow each country's own rules where the product models them, instead of one fixed UAE-style rate
Statutory-contribution calculations Where modeled, the salary ledger calculates each country's statutory scheme (PIFSS in Kuwait, GOSI in Saudi Arabia, SIO in Bahrain, PASI in Oman) from published rates — not a filing. Qatar's GRSIA scheme is not modeled, since it applies only to Qatari/GCC-national employees
UAE WPS SIF export UAE companies can generate the WPS Salary Information File from the salary ledger — for the company's own submission, not filed by WatheeqaHR
Manual sick/maternity review In every country, a sick or maternity leave request blocks payroll approval until HR explicitly decides full, partial or unpaid pay for that request

Accountants reviewing multi-country payroll

Use the end-of-service and statutory-contribution figures, calculated per the cited laws and published rates, as the basis for your review; check the employment contract and separation details before paying.

Scope: attendance, leave and payroll preparation with estimated figures. The WPS SIF export is UAE-only, for you to submit through your bank. Saudi Arabia (ANB) and Qatar (QNB) bank-file formats are available through the enabled review workflow; review them with your bank, as generating a file does not guarantee acceptance. Nothing is filed with PIFSS, GOSI or any other authority. View service scope and terms of use

Frequently asked questions

Which GCC countries does WatheeqaHR support?

The UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman. Each company in WatheeqaHR is assigned one of these countries, which drives its currency, leave rules and payroll calculations.

How are end-of-service and statutory contributions calculated?

End-of-service is calculated per UAE Federal Decree-Law 33/2021 (Arts. 51 and 67, as published by MOHRE), from the official text of Bahrain Labour Law 36/2012 (Art. 116) with Prime Minister's Resolution 109/2023, Oman Royal Decree 53/2023 (Art. 61), Saudi Labor Law (Arts. 84-85) and Qatar Labour Law 14/2004 (Art. 54), and per Kuwait Labour Law 6/2010 (Arts. 51-53). Statutory contributions use published rates. Review the employment contract and separation details before paying.

Does WatheeqaHR file WPS, PIFSS, GOSI, SIO or PASI on my behalf?

No, in any country. WatheeqaHR generates the UAE's WPS SIF export for you to submit yourself. It does not submit or file any statutory contribution in Kuwait, Saudi Arabia, Bahrain, Qatar or Oman — those figures are calculated for your own records and review.

Is sick and maternity pay calculated automatically in every country?

No. In every country WatheeqaHR supports, a sick or maternity leave request blocks that payroll period from being approved until HR explicitly decides full pay, partial pay or unpaid for that specific request.

Where is WatheeqaHR hosted?

Production runs on AWS in Frankfurt, Germany (eu-central-1). WatheeqaHR does not claim data residency in Saudi Arabia or any other GCC country.
